Medford Man Arrested After Standoff, Faces 18 Child Sex Crime Charges
Investigators say evidence uncovered during search warrant led to multiple charges

MEDFORD, Ore. — A Medford man wanted on 18 child sex crime charges was arrested Thursday following an hours-long standoff with law enforcement in south Medford, according to the Jackson County Sheriff’s Office.
Authorities say the Southern Oregon Child Exploitation Team (SOCET) and Jackson County Sheriff’s Office arrested Glenn Edward Rise, 38, at a residence in the 3400 block of South Pacific Highway on April 2. The suspect had barricaded himself inside the home before ultimately being taken into custody.
Multiple agencies assisted at the scene, including the Oregon Department of Justice Internet Crimes Against Children Task Force, Medford Police Department, and Homeland Security Investigations.
Rise is charged with 18 child sex crimes, including first-degree rape and first-degree sexual abuse. Additional charges include two counts of first-degree unlawful sexual penetration, three counts of using a child in a display of sexually explicit conduct, three counts of first-degree encouraging child sexual abuse, and eight counts of second-degree encouraging child sexual abuse. He was lodged in the Jackson County Jail.
Investigators say SOCET began the case after Rise allegedly sent images of child sexual abuse material to undercover investigators. The investigation led to subpoenas and a search warrant at the residence.
During the warrant service, investigators seized digital devices, which were later examined by the Southern Oregon High Tech Crimes Task Force. Authorities reported that forensic analysis uncovered evidence documenting the sexual abuse of a local minor child, along with hundreds of images of child sexual abuse material.
SOCET is a joint inter-agency task force formed in June 2020 to combat child exploitation. The task force includes investigators from the Jackson County Sheriff’s Office, Medford Police Department, Oregon Department of Justice Internet Crimes Against Children Task Force, and Homeland Security Investigations, along with prosecutors from local, state, and federal partners.
The Southern Oregon High Tech Crimes Task Force is also a multi-agency team made up of investigators from the Jackson County Sheriff’s Office, Homeland Security Investigations, and the Medford Police Department.
Officials said no further information is being released at this time.
