Marshals Arrest Central Point Man Following Child Exploitation Investigation

Suspect located in Northern California after multi-agency search tied to Southern Oregon investigation

A Central Point man wanted on felony child exploitation charges was arrested in Alturas, California, following a multi-agency investigation led by the United States Marshals Service Pacific Northwest Violent Offender Task Force.

According to the Jackson County Sheriff’s Office, U.S. Marshals arrested Larry Lynn James Sr., 64, of Central Point, on November 25 after locating him in rural Modoc County. James was wanted on a felony warrant stemming from a Southern Oregon Child Exploitation Team investigation into the possession of child sexual abuse material.

James was arrested without incident during a traffic stop after investigators tracked his movements from Central Point to Klamath Falls and eventually to Alturas. The Modoc County Sheriff’s Office assisted in the arrest. He was subsequently lodged at the Jackson County Jail.

James faces six counts of first-degree encouraging child sexual abuse and four counts of second-degree encouraging child sexual abuse.

The investigation originated on December 7, 2023, when the Southern Oregon Child Exploitation Team served a search warrant at a residence in the 6500 block of Blackwell Road in rural Central Point. Investigators executed the warrant after determining that numerous child sexual abuse material images had been uploaded from the residence.

During the search, investigators seized digital devices, which were later forensically examined by the Southern Oregon High Tech Crimes Task Force for additional evidence related to child exploitation. The investigation began with a tip from the National Center for Missing and Exploited Children, which led to subpoenas and ultimately the search warrant.

The Pacific Northwest Violent Offender Task Force includes personnel from the U.S. Marshals Service, the Jackson County Sheriff’s Office, and the Central Point Police Department. The task force specializes in locating and arresting fugitives wanted for a range of offenses, including violent crimes, sex crimes, failure to register as a sex offender, firearm violations, and probation violations.

The Southern Oregon Child Exploitation Team is a joint inter-agency task force established in June 2020 to combat child exploitation. Participating agencies include the Jackson County Sheriff’s Office, Medford Police Department, the Oregon Department of Justice Internet Crimes Against Children Task Force, and Homeland Security Investigations, along with prosecutors from local, state, and federal partners in Jackson and Josephine counties. The Southern Oregon High Tech Crimes Task Force includes investigators from the Jackson County Sheriff’s Office, Homeland Security Investigations, and Medford Police Department.
