Thousands Face New Insurance Search as Providence Shifts Course
Coverage remains unchanged through 2026, but many Providence members and employers will need new options for 2027.
OREGON – Providence Health Plan will transition out of most of its health insurance business beginning in 2027, a major change that will affect individual policyholders, families, employers, brokers, providers and hundreds of thousands of members across Oregon.
Providence announced that it will leave most Individual and Family and Employer Group/Commercial insurance plans after the 2026 plan year. The company says nothing changes immediately for current members, customers or provider partners. Coverage, service, claims processing, billing and prior authorizations are expected to continue without interruption through 2026.
The larger change begins in 2027.
Members enrolled in Individual and Family plans will need to find new coverage during the next open enrollment period. Providence says it will not offer those plans in 2027 or beyond.
Employer-sponsored coverage will also be affected. Providence says large group, association and Administrative Services Only plans will continue through 2026, but commercial plans will not be offered in 2027. Small group plans will end at the close of 2026, with Providence saying employer group sponsors will receive at least 180 days’ notice.
For businesses that currently offer Providence coverage to employees, the announcement means employers will need to work with brokers, agents or other insurance partners to identify replacement health plans for 2027. Providence says all existing employer group and commercial contracts will be honored according to their terms.
Providence CEO and President Erik Wexler described the decision as a response to rising pressure on regional nonprofit health plans. According to reporting from The Oregonian/OregonLive, Wexler told employees that “it has become harder to support both running a health plan and delivering care,” pointing to larger insurance companies that have consolidated and gained the size and resources to operate more efficiently.
Wexler also said the move was not a reflection of the health plan’s quality or employees.
“The direction we are taking is not a reflection of the quality of the plan or the dedication of the caregivers who support it,” Wexler wrote, according to The Oregonian/OregonLive. “Rather, it is about responding to the signs of the times and remaining steadfast and focused on our core work of delivering care.”
Medicare Advantage members may have a different path. Providence says it is working on a potential agreement with a national carrier that could allow current Medicare Advantage members to retain coverage in 2027. Medicare Supplement coverage remains in effect at this time, with members expected to receive advance notice of any 2027 changes.
For Medicaid members, Providence says coverage will continue through 2026 while it evaluates options to transfer management of the Medicaid program to another organization. Final decisions are expected later this year.
Providers are also being told to continue business as usual in 2026. Providence says provider contracts and network relationships are not changing this year, and providers should continue treating Providence Health Plan and Providence Health Assurance members as long as coverage is active and valid.
The decision follows Providence’s March announcement that it was exploring a sale of Providence Health Plan. At that time, Providence said the plan remained fully operational and that benefits, networks, formularies, claims and service were unchanged.
Regional reporting from Oregon Public Broadcasting says Providence currently provides health insurance coverage to about 421,000 people in Oregon, or roughly one in 10 Oregonians. OPB also reported that Providence plans to remain available through other insurance networks, with Wexler writing that “our hospitals and clinics will continue to be available through other insurance plans.”
The announcement comes just months after Providence Health Plan was named a 2026 Best Insurance Company for Medicare Advantage in Oregon and Washington by U.S. News & World Report. Providence announced that recognition in November, saying fewer than one-third of Medicare Advantage insurers nationwide received the distinction.
Providence says members, employers, brokers and providers will receive additional communication in the coming months as decisions are finalized. Members shopping for new coverage in 2027 are encouraged to verify whether their preferred doctors, clinics and hospitals are included in any replacement plan’s network.
